Editorial: Finish Reform by Addressing Workers' Comp

Arnold Schwarzenegger's (R) "greatest accomplishments" in office was overhauling standards for workers' compensation premium rates, but national health reform fails to adequately address the issue, a San Jose Mercury News editorial states.
