Gee, perhaps we could all forget about filing our state tax return. Maybe no one would notice that either??? How on Earth can these state entities have a $2.3 Billion discrepancy? Think someone could please call for an OIG audit of the work of these inept characters in SAC?

If someone on this list knows, please explain "special funds"? Legal meaning? Origin? Uses? Oversight? In sum: why are there such things? I think of budgeting by ballot box (e.g. Prop.10) because Legislature can't do much since Prop.13. Lure of off-the-books accounting must look tempting. ("The people said these are our funds! Legislature, keep out!") Before drawing political conclusions about government chicanery, it would be helpful to understand what purpose such funds serve and why they are "needed."
