Is Gov. Brown basing the success of his budget on a tax plan that has not even been approved by the voters? Forget bipartisan negotiations or compromise or what ever. Buying a new luxury car based on the prospect of getting a new job as a burger flipper with a $1 and hour raise makes just as much scene. I guess you need to be a tax and spend liberal to get the logic!
