The behavior of the Legislature and Governor shows the contempt in which they hold voters, and reveals their own sense of immunity to the rules. It is the worst kind of cynicism to impose fees by promising benefits, knowing you intend to turn around and grab the money for other purposes! In any other context, that would be called a scam.

Saying that those funds were used for "... schools, social services and prison programs that should be covered by general taxes ..." is misleading. It would be just as accurate to say that they were used to pay for generous salaries, union dues and gold-plated retirement benefits for public employees.
