Conclusing the California's economy is "starting to come back a little" seems disengenuos at best. The problem with cutting back on institutioal care is that there must be a robust system of community-based options (free or low-cost outpatient services, housing support like halfway houses, and plenty of outreach). With that infrastructure thin to none, there will be a lot of people left to the streets or to their own devices. I'd also love to know if counties are welcoming the realignment or not.
