State's process to determine eligibility is completely flawed. All the participants at our center have been determined eligible when Medi-Cal nurses completed the face-to-face assessments, but most were determined in-eligible by someone in the administration office!!! All these participants are qualified according to the ADHC and CBAS eligibility criteria and they all will file for the fair hearing. The problem is by the time the hearings are scheduled, either these participants will end up in nursing homes or hospitals, or dead, or we will have to close our program due to lack of funding. So far, more than 30 ADHC programs have closed and many more will follow if nothing is done to correct this situation.
